Manitoba Provincial Nominee Program (MPNP)

The Manitoba Provincial Nominee Program is a government immigration program that selects applicants who demonstrate they have the potential and the desire to immigrate and settle themselves and their families in the Canadian province of Manitoba.

Under the Manitoba Provincial Nominee Program, you may qualify under one of the following categories:

General Stream

The MPNP General stream is for skilled workers who can be assessed enough points in each assessment factor and who can demonstrate their intention and ability to establish successfully and permanently in Manitoba.

To be eligible to apply under the General stream you must provide one of the following:

  • proof of a close relative in Manitoba
  • two affidavits of support completed by a close friend or distant relative in Manitoba
  • proof that you have previously worked full-time in Manitoba for at least six months
  • proof that you completed an educational program in Manitoba of at least one academic year (excluding language-training programs)

Skilled workers who apply under the General stream will be considered for nomination if they can satisfy the MPNP that they:

  • can be assessed sufficient points for nomination
  • have the training, work experience and language ability necessary for long-term employment in Manitoba (including any licence or certification required in your country of residence)
  • have demonstrated a clear ability and intention to establish permanently and successfully in Manitoba

Your application will be assessed points according to age, education, work experience, language ability and adaptability. You must score at least 55 points, as assessed by a MPNP program officer.

Family Support Stream

You are eligible to apply under the MPNP Family Support priority assessment stream if you can demonstrate that you:

  • have a close relative who is an established resident of Manitoba and who is willing and able to support your settlement in the province.
  • meet our minimum requirements for age, education, work experience and language ability

Applicants must have an Affidavit of Support from a close relative living in Manitoba (a parent, child, sibling, cousin, niece/nephew, aunt/uncle, or grandparent), and must meet the following minimum criteria:

  • be between the age of 21 and 49;
  • have completed post-secondary education of at least one academic year and received a diploma or certificate.
  • have at least two years work experience over the past five years; and
  • have sufficient language skills to be employable upon arrival in Manitoba.

International Students Stream

The International Student priority assessment stream is for graduates who have established strong ties to Manitoba and intend to live, work and establish their careers here. To be eligible to apply you must have already:

  • graduated from a post-secondary educational program of at least one academic year at a Manitoba institution
  • obtained a post-graduation open work permit from Citizenship and Immigration Canada (CIC)
  • received from a Manitoba employer a formal offer of a full-time, long-term job related to your field of studies, and
  • be working for that Manitoba employer, and have been so for at least six months.

NOTE: Starting in 2011, applicants who graduate from a Manitoba post-secondary educational program of at least two academic years will be able to apply immediately to the Provincial Nominee Program in advance of receiving an offer of employment. 

Employer Direct Stream

Employer Direct is a MPNP priority assessment stream that helps foreign workers who have been working in Manitoba for at least six months, reside permanently within the province.

Under this stream you can apply to immigrate to Manitoba on the strength of a long-term, full-time job offer from a Manitoba employer. Once the employer provides you with the job offer, you can include it with your MPNP application.

To be considered for nomination you must demonstrate that you have:

  • a formal offer of long-term, full-time job with a Manitoba employer
  • the training, work experience and language ability required for the job you have been offered (including any licence or certification required in your country of residence)
  • the intention and the ability to settle permanently in Manitoba

Strategic Initiatives Stream

The Manitoba Provincial Nominee Program (MPNP) undertakes special initiatives to help the province meet the objectives of the Canadian Manitoba Immigration Agreement (CMIA). Initiatives are undertaken at the discretion of the MPNP in accordance with program needs and available resources.

You are eligible to apply to the MPNP through a Strategic Initiative if you:

  • have received a letter of invitation to apply as part of an MPNP targeted promotional initiative, OR
  • have made an Exploratory Visit to Manitoba that has been pre-approved by the MPNP
In addition you must meet the following minimum criteria:
  • have completed high school
  • have enough work experience to demonstrate employability in Manitoba or as specified under the terms of a specific initiative
  • have sufficient knowledge of English and/or French
  • demonstrate intention and ability to establish successfully in Manitoba

Business Immigration

The Provincial Nominee Program for Business allows Manitoba to recruit and nominate qualified business people and farm owners from around the world who have the intent and ability to move to Manitoba and establish or purchase a business or farm or become partners in an existing business.

To qualify for the program interested applicants must have:

  • minimum verifiable personal net worth of C$350,000
  • demonstrated business or farm ownership experience or a minimum of 3 years experience in a senior management role of a successful company

The applicant must also be prepared to:

  • Conduct an Exploratory Visit to Manitoba to be able to provide documented assessment of business opportunities in Manitoba and general knowledge of the province.
  • Make a minimum equity investment in Manitoba of C$150,000;
  • Reside in Manitoba along with their dependent family members

If your application for nomination is approved by Manitoba, you will be required to make a C$75,000 Deposit to the Government of Manitoba, guaranteeing that you will live in Manitoba and start or purchase of a business or farm in Manitoba within two years of obtaining your permanent resident visa and landing in Manitoba. The deposit will be refunded without interest to you when the investment is made, your business or farm is operational and you are living in Manitoba.

Young Farmer Stream

The Young Farmer Nominee Program allows Manitoba to recruit and nominate qualified farm business people and farm owners from around the world who have the intent and ability to move to Manitoba and establish or purchase a farm or become partners in an existing farm business.

To qualify under the program applicants must meet the following requirements:

  • Have a minimum personal net worth of C$150,000 (after relocating to Manitoba)
  • Principal applicant must be under 40 years of age.
  • Have a minimum of three (3) years of farm ownership experience, or three (3) years farm management background.
  • Principal applicant (and/or spouse) has marketable skills that would supplement farm income.
  • Have conducted a visit to Manitoba for a minimum of seven (7) days to investigate farming opportunities and Manitoba's quality of life prior to applying.

The applicant must also be prepared to:

  • Conduct an Exploratory Visit to Manitoba to be able to provide documented assessment of farm business opportunities in Manitoba and general knowledge of the province.
  • Make a minimum equity investment of CDN$150,000 in Manitoba
  • Reside in Manitoba along with their dependent family members
  • Able to demonstrate that the combination of farm income and off-farm supplementary income will provide a family after tax income, in excess of $35,000.00 per year.

If your application for nomination is approved by Manitoba, you will be required to make a CDN$75,000 Deposit to the Government of Manitoba, guaranteeing that you will live in Manitoba and start or purchase a farm in Manitoba within two years of obtaining your permanent resident visa and landing in Manitoba. The deposit will be refunded without interest to you when the farm investment described in your application is made, your farm is operational and you are living in Manitoba.
